Chipped Beef on Toast

Ok, this is an old time favorite of my husbands and it couldn't be easier!
Ingredients:
4 tablespoons of butter
4 tablespoons flour
3 cups milk
3 packages Buddig beef chopped
salt
pepper
In a sauce pan melt butter , add flour quickly. This will form a roue. Add milk ,whisking quickly . Heat on med. high until bubbly and thick, stirring constantly. Reduce heat. Add beef and salt and pepper. Serve over toast or mashed potatoes.
